Director of Business Assistance and Housing Development

Pat Clark, Director of Business Assistance and Housing Development, has over 23 years in local government experience. 

Ms. Clark oversees and directs programs funded with the Community Development Block Grant (CDBG) program, Home Investment Partnership (HOME) Program and Redevelopment Agency Housing Set-Aside.  Using these funds, Pat oversees the Housing Rehabilitation Program, Homeownership Assistance and First Time Homebuyer Programs, Landscape Improvement Program and the Small and Microenterprise Loan and Business Technical Assistance Programs.  Ms. Clark also coordinates the Enterprise Zone and the Recycling Market Zone.

In addition, Ms. Clark oversees the usage of State CDBG Planning Technical Assistance funding  to complete studies such as: Senior Housing Study, Airport Revitalization Plan, Economic Development Plan and the Housing Element Update; just to name a few.

Ms. Clark works with Public Service Providers to develop programs for underserved citizens of the City of Oroville. These Programs have included partnerships with Private Industry Council, Oroville Gymnastics Academy, Catalyst, and YMCA.
