Engineering staff has prepared a list of road rehabilitation candidates for the City’s 2011 - 2012 Road Rehabilitation Project. The road selections were based on the Pavement Condition Index (PCI) ratings in the City’s Pavement Management System, and a field review of the selected roads. The candidate list includes a combination of local (residential), collector and arterial roads, all with low PCI ratings. A candidate road list and road map is attached to this staff report. 20 of the roads on the list are considered local or residential, while the rest are collectors and arterials. All of the roads need rehabilitation to avoid the need for full reconstruction in future years.
Based on the existing condition of these roads, the ideal road treatment method, from an engineering perspective, is asphalt overlays. However, for these 9.3 miles of road, road overlays would cost between $1.5 and $2.0 million, for which there is not enough funding. As an alternative to road overlays, in order to improve the road condition and prevent further road degradation, staff is recommending surface treatment methods for these roads.
Surface treatment methods involve the placement of road oil, chips and surface seals to the existing road surface. Properly placed seals can be expected to last about 6 years, according to technical literature. The placement of surface treatments on these roads will prevent further road degradation, and prevent these roads from needing full reconstruction in the immediate future. Staff is presenting the candidate road list to the council for review and comment prior to proceeding with project design and the preparation of plans and specifications prior to bid. Staff anticipates that this project will go to bid early next spring.
