Building Division

The City of Oroville Building Division introduces the Over-the-Counter Plan Review by Appointment Program.  This program is designed to complete the plan review and issue the building permit in the same day for common building permits such as minor tenant improvements, roof mounted solar, residential kitchen remodels, etc.  For complete information see the brochure below or contact the Building Division at (530) 538-2425.

Building Safety

The Building Division ensures the safety of structures in which we live, work and play. Permits for construction are reviewed and inspected to verify compliance to state and local construction codes. Building codes establish a minimum level of protection to safeguard against fire, earthquakes and other disasters.

Building Permits

Building permits are required by the State of California to oversee the construction of buildings. Permits, plan reviews, and inspections for structural, electrical, plumbing and mechanical as well as miscellaneous items (signs, fences and swimming pools) are provided through this Division.

Building Inspection

All construction work for which a permit is required shall be inspected and remain accessible and exposed for inspection until approved by the inspector. One or more inspections are required depending on the type of permit. The purpose of inspections are to ensure code compliance, built per plans and to protect life health and safety regulations.

Occupancy Permits

An occupancy permit is required before a business can occupy a new or existing building. An occupancy permit is also required when a change in ownership occurs. A fire inspection is conducted at the location to ensure the building fire/life/safety components are in good order. The Building and Planning Divisions review development records to verify appropriate building and zoning classifications. A business license occupancy is issued after clearance has been received from all applicable agencies.

Overview of Building Official Responsibilities

1. Reports to the Director of Planning and Development Services.
2. Provides technical support, interpretation, and application of building codes.
3. Oversees plan checking of all building projects.
4. Provide review for compliance with California building codes, including plumbing, electrical, mechanical, energy, and green building. 
5. Provides fire, life and safety reviews, including building ingress and egress.
6. Calculates and collects building permit and other impact fees.
7. Provides building inspection for new construction and remodels.
8. Provides guidance to the building community on changes in construction codes and standards due to changes in State regulations.
