26-69 Open Space--O.

The provisions of Section 26-42 through 26-54 of this chapter are made applicable to all O districts subject to the specific provisions of this section.
A. Intent. The O district is intended primarily for application to those areas where it is necessary and desirable to provide permanent open spaces which are intended to safeguard the health, safety, and welfare of the people; to provide spaces for preservation of unusual land masses, historical sites, and areas which have energy, water, and recreational activities; and to limit development in areas of excessive slope and/or geologic hazard.
B. Use Regulations. In the O district no building or land shall be used and no building shall be erected or structurally altered unless otherwise provided herein except for one or more of the following uses.
C. Uses Permitted in the Open Space District.
1. Wildlife preserves.
2. Vista and scenic areas.
3. Historical and cultural sites.
4. Flood plains.
5. Beaches.
6. Drainage canals and channels.
7. Airport flight path zones.
D. Conditional Uses Requiring a Use Permit in the Open Space District.
1. Parks and playgrounds.
2. Waste disposal areas.
3. Publicly owned recreational establishments.
4. Natural mineral extraction and production.
5. Public utilities and facilities.
6. Flood control devices.
7. Agricultural uses.
8. Energy production.
9. Cemeteries, columbariums, crematories, and mausoleums or other places for burying or disposing of the human dead.
10. Water production.
11. Airports.
12. Fish hatcheries.
13. Accessory buildings and uses subordinate and incidental to any of the above uses.
E. Development Standards. In the O district no minimum or maximum dimensions of yards, lots, or heights is established except as follows.
1. For O districts, no more than ten percent of the property may be covered with buildings, accessory buildings, or structures.
2. For O districts, no more than ten percent of the property may be placed in pavement exclusive of required access roads.
F. Parking. For O districts, see Section 26-49. Specific parking requirements for conditional uses shall be considered as a part of the use permit procedure.
G. Fences/Hedges. For O districts, see Section 26-48.
H. Signs. For O districts, see Section 26-200.
I. Site Plan and Development Review. All uses permitted in the O district shall be subject to approval of site plan review by the development review board.
