26-60 Medium Density Multiple Family Residential--R-2.

The provisions of Sections 26-42 through 26-55 of this chapter are made applicable to all R-2-M Districts subject to the specific provisions of this section.
A. Intent. To provide living areas within the city where development provides for medium density concentrations of dwelling units in varying housing types and styles.
B. Use Regulations. In the R-2-M district no building or land shall be used and no building shall be erected or structurally altered unless otherwise provided herein except for one or more of the following uses.
C. Uses Permitted in R-2-M Districts.
1. All uses permitted in R-1 and R-2 districts.
2. Multiple family dwellings including private garages and other accessory buildings and uses normally incidental and subordinate to residential uses.
3. Residential facilities, and small family day care homes, and large family day care homes, as defined in the California Community Care Facilities Act, the California Child Day Care Act, and this chapter, and in accordance with Section 26-55.
4. Home occupations in accordance with Section 26-46.
D. Conditional Uses Requiring a Use Permit in R-2-M Districts.
1. Churches, pubic buildings, public utility buildings and substations, and mortuaries.
2. Golf courses, country clubs, and related public use facilities.
3. Mobilehome parks, provided that no mobilehome park may be established on a lot smaller than five acres, and development of a mobilehome park shall conform to all applicable development standards set forth in city code for the zoning district in which it is located, including maximum density of housing units.
E. Development Standards in R-2-M Districts.
1. Lot Area. In R-2-M districts:
a. In R-2-M districts, each interior lot shall have a minimum area of six thousand square feet.
b. In R-2-M districts, each corner lot shall have a minimum area of seven thousand square feet.
2. Lot Area Per Dwelling Unit. In R-2-M districts, the minimum lot area per dwelling unit shall be three thousand square feet, except that the number of dwelling units constructed on one lot shall not exceed the density permitted by the General Plan Diagram Land Use designation for that lot.
3. Lot Width. In R-2-M districts:
a. In R-2-M districts, each interior lot shall have a minimum width of sixty feet.
b. In R-2-M districts, each corner lot shall have a minimum width of seventy feet.
4. Height Regulations. In R-2-M districts:
a. In R-2-M districts, the maximum allowed height of any main building or structure shall be thirty-five feet.
b. In R-2-M districts, accessory buildings shall not exceed fifteen feet in height.
5. Yards. In R-2-M districts:
a. Front Yard. In R-2-M districts, the minimum distance from any main building on a lot and the front lot line of a building site is twenty feet except as otherwise permitted by an officially adopted Master Street and Highway Plan or other city codes.
b. Side Yard. In R-2-M districts, the minimum distance from any main building on a lot and the side lot line of a building site is five feet except on the street side of a corner lot in which case it shall not be less than ten feet. Wherever a side yard provides access to a single row dwelling group, the minimum distance shall be twelve feet.
c. Rear Yard. In R-2-M districts, the minimum distance from any main building on a lot and the rear lot line of a building site shall be as follows:
i. Twenty feet for lots having a total area equal to or greater than the required minimum lot area.
ii. Five feet for lots having a total area less than the required minimum lot area.
d. Court Yards. In R-2-M districts, the minimum width of a court yard between buildings, wings of buildings, or the width of an enclosed court yard shall not be less than the sum of the side yards required for each building and/or not less than the height of the building, whichever is greater. Wherever a court yard provides access to a double row dwelling group, the court yard shall be a minimum of twenty feet wide.
e. Between Buildings. In R-2-M districts, minimum distance between buildings in any dwelling group shall be ten feet.
6. Lot Coverage. In R-2-M districts, the maximum allowed aggregate building coverage of all buildings, accessory buildings, structures, and covered patios shall not exceed the following:
a. For uses not requiring a use permit:
i. Fifty percent for lots having a total area equal to or greater than the required minimum lot area.
ii. For lots having less than the required minimum lot area, two thousand four hundred square feet for interior lots and two thousand eight hundred square feet for corner lots.
b. For conditional uses requiring a use permit, sixty percent.

H. Signs. For R-2-M districts, see Section 26-200.
I. Livestock/Agriculture. For R-2-M districts, see Section 26-54.
J. Accessory Buildings. For R-2-M districts, see Section 26-45.
K. Site Plan and Development Review. All new construction in an R-2-M district, except for single family and two-family dwelling units, shall be subject to review and approval by the development review board. (Ord. No. 1167 (part); Ord.
