26-57 Suburban Residential--S-R.

The provisions of Sections 26-42 through 26-55 of this chapter are made applicable to all S-R districts subject to the specific provisions of this section.
A. Intent. To provide an environment conducive to rural living by limiting development to low density concentrations of single family dwellings on large parcels of land.
B. Use Regulations. In the S-R district no building or land shall be used and no building shall be erected or structurally altered unless otherwise provided herein except for one or more of the following uses.
C. Uses Permitted in the S-R District.
1. Single family dwellings including private garages and other accessory buildings and uses normally incidental and subordinate to single family residences.
2. Public schools, parks, and/or playgrounds compatible with the general plan.
3. Residential facilities, and small family day care homes, and large family day care homes, as defined in the California Community Care Facilities Act, the California Child Day Care Act, and this chapter.
4. Home occupations in accordance with Section 26-46.
5. A single-family manufactured home (including a mobilehome) that was manufactured no more than ten years prior to the date of the application for the issuance of a permit to install the manufactured home (in accordance with Government Code §65852.3(a)), provided it is placed on a permanent foundation and siding is extended to the foundation in a manner that is consistent with conventional homes.
D. Conditional Uses Requiring a Use Permit in the S-R District.
1. Churches, public buildings, public utility buildings and substations, and mortuaries.
2. Mobilehome parks, provided that no mobilehome park may be established on a lot smaller than five acres, and development of a mobilehome park shall conform to all applicable development standards set forth in city code for the zoning district in which it is located, including maximum density of housing units.
E. Development standards in S-R Districts.
1. Lot Area. For the S-R district, each lot shall have a minimum area of ten thousand square feet.
2. Lot Width. For the S-R district, each lot shall have a minimum width of eighty feet.
3. Lot Depth. For the S-R district, each lot shall have a minimum depth of eighty feet with a maximum depth/width ratio of 3/1.
4. Height Regulations. For the S-R district:
a. The maximum height of any main building or structure shall be three stories or thirty feet, whichever is greater.
b. Accessory buildings shall not exceed fifteen feet.
5. Yards. For the S-R district:
a. Front Yard. For the S-R district, minimum required setback of twenty feet except as may be shown otherwise in officially adopted Master Street and Highway Plan or other city chapters.
b. Side Yard. For the S-R district, minimum of ten feet deep.
c. Rear Yard. For the S-R district, minimum of twenty-five feet deep.
6. Lot Coverage. For the S-R district, the maximum lot coverage allowable for all buildings, accessory buildings, structures, and covered patios shall not be greater than forty percent.

H. Signs. For the S-R district, see Section 26-200.
I. Livestock/Agriculture. For the S-R district, see Section 26-54.
J. Accessory Buildings. For the S-R district, see Section 26-45.
K. Site plan and development review. All new construction in an S-R District, except for single family and two-family dwelling units, shall be subject to review and approval by the development review board. (Ord. No. 1167 (part); Ord.
