Chapter 26 ZONING*
Article II. Use Districts.
26-52 Mini warehouses.
A. Applicability. Mini warehouses are allowed in N-C and C-2
Districts with a use permit. In all districts, mini warehouses shall be subject
to site plan and development review.
B. Permitted Activities.* Within a mini warehouse facility no
business activity, other than the rental of storage units, shall be conducted.
The operation of such facility shall be for dead storage only and shall in no
way be deemed to include a transfer or storage business. Only uses considered
under B-2 Occupancy per Chapter 7, Section 701 of the Uniform Building Code,
1982 Edition, are allowed in any mini warehouse facility.
* Note: The City is currently using the 1997
Edition of the Uniform Building Code.
C. Maximum Lot Size. Mini warehouse lot size shall not exceed
two acres in N-C Districts, and shall not exceed four acres in C-2 Districts. At
least four thousand square feet of storage space is required for each mini
storage development or phase of development.
D. Maximum Unit Size. The size of each unit of mini warehouse
facility shall not exceed four hundred square feet.
E. Separation of Units. Each unit of mini warehouse facility
shall be separated from other units by a solid wall.
F. Outdoor Storage. Outdoor or open storage of operable
vehicles, recreational vehicles, and licensed trailers at a distance of twenty
feet from buildings is permitted.
G. Interior Driveways. All interior driveways shall have a
minimum width of thirty feet between wood frame buildings, or twenty-four feet
between masonry buildings. In all cases, driveway width shall be sufficient to
provide adequate access for fire apparatus.
H. Parking. See Section 26-49.
I. Minimum Setbacks.** A minimum front setback of fifteen
feet shall be maintained. Side and rear setbacks shall be in accordance with the
development standards of the district in which a mini warehouse facility is
located.
** Note: N-C zone requires a twenty-foot front
yard setback.
J. Landscaping. Landscaping of not less than three feet in
width shall be provided and maintained along street frontage except for entrance
and exit driveways. All areas not covered by buildings or pavement shall be
landscaped. A permanent irrigation system shall be installed in all landscaped
areas.
K. Fencing. A minimum six foot solid fence along the rear and
side property lines is required when a mini warehouse facility abuts or rears on
property zoned for or used for residential purposes.
L. Lighting. Exterior lighting shall be shielded to direct
light onto the use established and away from adjacent properties.
M. Paving. All driveways, parking, loading, and vehicle
circulation areas shall be paved with concrete or asphalt.
N. Building Codes.*** All mini warehouse facilities shall be
constructed to comply with the requirements of the fire zone in which they are
located.
*** Note: Fire zones are obsolete, construction
shall comply with current Building Code requirements.
O. Prohibited Materials. The following shall not be stored in
individual warehouse units per Fire Prevention Code requirements:
1. Flammable or combustible liquids;
2. Welding and cutting calcium carbides and
acetylene;
3. Compressed gas and L.P.G;
4. Explosive and blasting agents;
5. Fireworks;
6. Hazardous chemicals;
7. Corrosive liquids and poisonous gases;
8. Toxic materials.
P. Other Codes. All applicable requirements of the Oroville
fire department, Oroville city code, and Titles 19, 14, and 25 of the California
Administrative Code shall be met.
Q. Fire Hydrants. Additional fire hydrants, if required, will
be installed at the permittee’s expense at locations approved by the fire
department. Hydrants shall be installed prior to issuance of building permits.
Required fire flow shall meet the public utility commission requirements, but
shall not be less than one thousand five hundred gallons per minute.
R. Electrical Service. Electrical service to individual units
shall consist only of lighting and switches. Specifically forbidden are
electrical outlets within the storage units. (Ord. No. 1236 § 3)
