Chapter 26 ZONING*
Article II. Use Districts.
26-50 Service stations.
A. Application. Before any service station can be considered
for a use permit, an application shall be submitted to the planning commission
along with two plot plans, landscape plans with type and number of plant
materials and irrigation system, drawings indicating exterior elevations of
proposed structures, fences and enclosures, type of materials and colors to be
used, and signs to be displayed.
B. Signs. Signs must conform to the requirements of the use
district within which the service station is located. Refer to city of Oroville
sign regulations in Section 26-200 et seq.
C. Permitted Activities. All work performed on the premises
shall constitute minor repair or replacement of tires, batteries, ignition
systems, or accessories normally associated with service stations. In zones
where major auto repair is permitted, service stations may include such
operations in an enclosed building and any parts, either new or junked, shall be
stored within a structure.
D. Fencing. Service stations adjoining residential districts
shall have a six foot solid fence located along its property lines. Fences so
erected shall be architecturally pleasing and in conformance with the
requirements of Section 26-48.
E. Landscaping. Areas between driveways, at corners, and
along property lines shall have a planting strip at least three feet wide in
which landscaping material and an irrigation system is provided. Said
landscaping shall be maintained in a healthy growing condition at all times, and
dead plant materials replaced as detected.
F. Rental/Storage. No rental equipment, trailers, or storage
of camp trailers shall be permitted except in those districts in which such uses
are permitted by code. In such instances, the units shall be so located as to
permit easy access to the pump islands and structures, and in no case shall they
be located adjacent to property lines separating a residential district from the
service station proper.
G. Objectionable Activities Prohibited. No activity conducted
on the premises shall produce any noise, vibration, dust, or glare objectionable
to adjacent properties. In the case of noise, the decibel rating shall not
exceed that established by City of Oroville Noise Ordinance No. 1380 (as
codified in Chapter 13A).
H. Waste Storage. All outdoor areas used for storage of
wastes shall comply with the requirements of city of Oroville Section
26-48.
I. Site Improvements. The entire site, exclusive of planting
areas, shall be paved with either concrete or asphalt.
J. Lighting. All lighting shall be arranged so that no
illumination will occur on adjacent properties nor shall any glare be projected
onto the traveled surface of adjoining streets. Driveway illumination shall be
accomplished by lamps not to exceed forty-eight inches in height located at
driveway approaches.
K. Display of Merchandise. Merchandise, other than oil
displays on pump islands, shall not be displayed except within an enclosed
structure. Tire display structures shall not be permitted along property lines
and shall observe all setbacks required by the district within which it is
located.
L. Access. Access to secondary streets may be permitted only
when approved by the Public Works Director. Access approaches shall not exceed
thirty feet in width and shall not exceed two for each one hundred linear feet
of curb.
M. Self-Service Stations. Self-service stations shall comply
