This chapter shall not apply to works of improvement which are undertaken, performed or completed pursuant to any of the provisions of chapters 22 and 26 of this Code relating to streets and sidewalks and zoning. Nor shall this chapter apply to works subject to article XXVIII of the Charter, other works performed by city employees, by the division of highways of the state, nor the installation, maintenance, repair, removal or replacement of facilities owned or maintained by any public utility.
