No person shall sell or offer for sale any used or new clothing, furniture, appliances, bric-a-brac, miscellaneous items and furnishings from a dwelling or premises thereof where the general public is invited to participate by signs or advertising, known as garage sales or backyard sales, without obtaining a permit therefor and conforming to the regulations which follow.
