(a) No permit to sell safe and sane fireworks shall be issued to any applicant unless he has first obtained a permit from the state fire marshal, and

(b) No permit to sell safe and sane fireworks shall be issued to any applicant unless he has first obtained a business license from the city. (Ord. No. 964, § 2.)
