Project Description:

The proposed Oroville Cultural and Entertainment Complex Project is bordered by the Feather River to the north, along the river embankment from Bedrock Park on the west, to the Veteran’s Memorial Park on the east, with a portion of the project reaching down to Montgomery Street on the south. The Plaza project will combine the natural resource and beauty of the Feather River, along with general retail and commercial entertainment, several museums, the Green Line tour to come together as a cultural and event complex for various community activities, annual events such as Feather Fiesta Days, the Salmon Festival and the Christmas Parade.

As part of the City’s overall goal of Downtown revitalization and redevelopment projects, an EPA Brownfield Assessment grant program in the amount $400,000 has been awarded to Brown and Caldwell. The grant program is already underway and can be the foundation for the redevelopment of the Oroville Cultural and Entertainment Complex. The Program will provide an assessment and potential clearance of properties within the project areas.

The State Department of Housing and Community Development (HCD) announced funding availability through the 2010/11 funding cycle of the State CDBG Program. HCD will begin accepting applications as of May 25, 2011 and will be accepted continuously until June 16, 2011 or until all funds are awarded to eligible applicants. Applications will be reviewed and awarded on a first come, first served basis.

The purpose of the City's applications is to provide a portion of the funds necessary for Economic Development Projects and general administration activities as follows:

Economic Development P/TA Project focus - Funding will be used for the preliminary design work associated with the future development of the Oroville Cultural and Entertainment Complex Project.

  • Matching Funds by the City - $15,400

  • Release Bid package for 30 days
  • Review bid packages determine qualifications of the bidders
  • Contract to be reviewed and approved by the City Council
  • Sign contracts, determine project schedule and begin project
